"Disputed Territories: China, Japan, and the Diaoyu/Senkaku Islands"

This lecture looks at the evolution of the “Senkaku/Diaoyu problem” in the frame of Japan-China and US-Japan relations, considering the conflicting readings of the historical record, the relevant principles of international law, academic, media and civic constructions of the dispute, the US stake, the Okinawan stake, and the various formula that have been proposed to resolve it.

Prof. Frank participated in the Round Table discussion "Beckmann" on the German TV Channel ARD on Thursday, April 11, at 10:45pm. NEW PUBLICATION: Korea and East Asia in a changing regional and global environment
This conference volume captures and analyzes the role of Korea and East Asia in a changing economic and security environment. (editors: Heung Ching Kim, Sung-Hoon Park, and Rudiger Frank).
East Asia has obviously become a focal point of international politics as well as one of the major engines of the world economy. In cultural terms the East Asian region is experiencing its own renaissance. Due to the geographically and culturally central position of Korea and the two different systems that have been established on the peninsula, looking at Korea is among the best ways to understand the East Asian region and its economic, political and social developments.

Special Lecture: The Austrian Unification Movement: 1966–1969

The South Korean Unification movement (UM), albeit never exceeding a few hundred members, has been part and parcel of Austrian religious history for nearly 50 years, from its long-lasting court struggle for formal recognition as an association in the 1970s and early 1980s, to the role it has been ascribed by the media throughout the decades as the epitome of a ‘dangerous cult’ and its strident call for reform of Austrian religious law. The lecture discusses the pioneering years of the movement between 1966 and 1969, which have seen the Unificationist mission at the experimental stage, and can be characterised as an essential period in establishing the foundation for long-term viability and expansion (more ...)

Research Project "Investment opportunities in Northeast China" completed

The chair of East Asian Economy and Society is proud to announce that the recently awarded research project "Investment opportunities for German and Austrian SMEs in environmental technologies in Northeast China" funded by the Austrian Research Promotion Agency (FFG) through an Innovation Cheque has now been successfully completed.
The Innovation Cheque was handed over to Prof Rüdiger Frank by Mag. Manfred Steinkellner. The project is result of a cooperation between Steinkellner China Services, represented by Mag. Steinkellner, and our chair. "Mag. Loher and Mag. Steuer have worked very hard to make this reality. I am very proud of their achievement, and hope that this project will be just one out of many public-private partnerships to develop in the future at our Department of East Asian Studies. In the end, this is one of the things only Area Studies can deliver - knowledge of context and points of access, fruitfully applied to the "real world" of business, politics and culture and matched with the needs and capacities of multiple disciplines", says Prof Rüdiger Frank, Professor of East Asian Economy and Society and Head of the Department of East Asian Studies. The project has been funded with 5,000 EUR and lasted for 6 months.
The project was conducted by two of our PhD students, Benjamin Steuer and Josef Falko Loher. Both have already gained broad experience in the fields of climate change politics and environmental technologies in China through their master as well as PhD research and various other research projects.

Formation of Advisory Group on North Korea at World Economic Forum
At the World Economic Forum’s Summit on the Global Agenda in November 2012, it was decided to form an Advisory Group on North Korea. Prof. Frank was asked to co-lead this group, which aims to engage North Korea, promote development, and incorporate the country into the global multi-stakeholder dialogue.

On Oct. 28, 2012, Prof. Frank went to Cairo to provide a two hour briefing for President Martti Ahtisaari, Ela Bhatt, Prime Minister Gro Brundtland, President Jimmy Carter, President Mary Robinson, and Archbishop Desmond Tutu on North Korea. The Elders, as this group of independent global leaders is called, work together for peace and human rights. One of their donors is Richard Branson of Virgin Unite (see photo).

Will the twenty-first century be the Asian century? Will the People’s Republic of China overtake the United States as the leading global superpower? Will an armed conflict break out on the Korean peninsula, and can it be contained? Asia 2050 - The sustainable route to prosperity
On 13 September 2012, United Nations Industrial Development Organization (UNIDO) organized a round table discussion on the sustainable future of Asia which will feature prominent development policymakers and practitioners from the region. In a recent report, the Asian Development Bank (ADB) has undertaken an important analysis of the future prospects for Asian growth in its report entitled “Asia 2050, realizing the Asian century”. However, the achievement of this scenario could be threatened by the so-called “middle-income trap”, whereby middle-income economies find themselves unable to compete with either low-wage economies or highly skilled advanced ones, arresting the pace of sustainable growth in the long-run. In cooperation with the ADB, the UNIDO round table discussion provided a unique platform to address these issues and to map out a route for sustained development for Asia. Ninh Thien-Huong will hold a special lecture on "The Global Manifestations of Caodaism in the Vietnamese Diaspora". Ninh Thien-Huong is a doctoral candidate in Sociology at the University of Southern California. Her research compares two Vietnamese transnational religious communities - Catholicism and Cao Dai - in the U.S., Cambodia, and Vietnam. Students Exchange Program
EcoS students from Austria, France, Germany and Poland and who are between 20 and 30 years old are now eligible to apply for the “Exchange Program for Regional Integration in East-Asia and Europe (EPRIE)”. EPRIE 2012 deals with the regional integration of East-Asia and Europe, by using the examples of Japan, South Korea, Germany, Poland and France. The 12-day seminar aims for a better understanding of historical and transnational interrelations in the two regions by analyzing them and by promoting collaboration. 20 participants get the chance to obtain profound knowledge of the topic, to develop inter-cultural competency and to socialize with the other international attendants. During the 12-day seminar, the participants will travel to Warschau, Berlin and Strassburg. The host organizations will bear all the costs (free board and lodging, no travel costs) expect the arrival and departure expenses to/from the seminar. For more information click here.

The 21st World Economic Forum (WEF) on East Asia was held in Bangkok, Thailand, from May 30 to June 1, 2012. As a member of its Global Agenda Council on Korea, I participated with the expectation that whenever issues like security or human rights were addressed, the focus would inevitably be on North Korea. Kim Jong Il’s death was announced less than three weeks ago. But the world is surprisingly quickly getting used to the new leadership in North Korea, as if there were no concerns left at all. Research Project: Investment opportunities for German and Austrian SMEs in environmental technologies in Northeast China

The chair of East Asian Economy and Society is proud to announce that the recently awarded Innovation Cheque tendered by the Austrian Research Promotion Agency (FFG) has now led to a concrete research project named 'Investment opportunities for German and Austrian SMEs in the sector of environmental technologies in Northeast China'. The project will be conducted by two of our PhD students, Benjamin Steuer and Josef Falko Loher. Both have already gained broad experience in the fields of climate change politics and environmental technologies in China through their master as well as PhD research and various other research projects. The project is result of a cooperation between Steinkellner China Services, represented by Mag. Manfred Steinkellner, and our chair. "The combination of serious academic research with practically relevant questions and the building of bridges between Europe and East Asia are two of the many strengths of this project. Environmental and energy policy in East Asia is one of the strategic research topics at our Chair, and this project adds to our growing portfolio of results and competence in this field”, says Prof Rüdiger Frank, Professor of East Asian Economy and Society and Vice Head of the Department of East Asian Studies. The project has been funded with 5,000 EUR and will last for three months.

Special Lecture: Ambassador Bernhard Zimburg
Ambassador Bernhard Zimburg held a special lecture on "The EU's involvement in the emerging East Asian Regional Architecture". He is currently Head of the Asia Department of the Austrian Foreign Ministry. He previously served as Austrian Ambassador to Algeria, Indonesia, Singapore and Timor Leste. Prior to joining the foreign service of Austria (1981) he worked for the Austrian Federal Chamber of Commerce, Department of Foreign Trade, in Vienna. Zimburg is a graduate of the University of Innsbruck (PhD, Law) and holds a diploma of the College of Europe in Bruges/Belgium. He has practised law in the State Court of Innsbruck and has made an internship in a law firm in Grand Rapids, Michigan, USA. Ambassador Zimburg is married with two daughters. Mapping Religions in Vienna
"Mapping Religions in Vienna" aims at providing a complete survey of the religious landscape in Vienna at the beginning of the 21st century. The research project is led by Hans Gerald Hödl, Professor of Religious Studies at the University of Vienna, in collaboration with various partner institutions. The collected information also includes rich data on a large number of East Asian religions based in Vienna.
Dr. Lukas Pokorny is closely involved in the project, co-editing a first book publication with V&R unipress.

Prof. Frank has been elected as Vice President of the Asian Politics and History Association (APHA). The Asian Politics and History Association is an apolitical, non-profit academic society organized by scholars of Asian studies and sponsored by the Clarewood Institute (USA). Established in September 2011 in Hong Kong, AHPA currently has members from Hong Kong, Macau, Taiwan, China, Japan, South Korea, United States, and the European Union. APHA and Clarewood will support the Journal of Asian Politics & History, an academic journal to be published twice a year. Prof. Frank is a founding member of the Editorial Board of the journal. US President Barack Obama declared North Korea a threat to the US and South Korea and warned it to disarm or face isolation. The stern words came as the South Korean president arrived in Washington to an unusually warm welcome. (...) Lee’s visit also comes as opposition has grown to South Korean plans to build a controversial naval base on Jeju Island. Given the close ties between Seoul and Washington, it is “very obvious” that the US navy will use this base, Rudiger Frank, an expert on North Korea and professor at the University of Vienna, told RT. He explained that it might be used as a part of missile defense shield against long-range ballistic missiles which might come from North Korea or further up north. And it also should help the South Korean navy project its power in the region.

New Publication
Korea 2011: Politics, Economy and Society, edited by Rudiger Frank, James E. Hoare, Patrick Köllner and Susan Pares, contains concise overview articles covering domestic developments and the economy in both South and North Korea as well as inter-Korean relations and foreign relations of the two Koreas in 2010. A detailed chronology complements these articles. South Korea-related refereed articles in the 2011 volume deal with concerted efforts at ‘nation branding’, political relations with India, overseas resource acquisition, labour migration policies and problems, the US Armed Forces and entertainment districts in and near Seoul, return migration, and the impact of Korean popular culture on East Asian identity in Europe. Additional refereed articles provide analyses of North Korea’s cultural discourse on Russia and Russians, economic relations between China and North Korea, and international attempts at dealing with North Korea’s nuclear weapons programmes.

New Publication
In an attempt to investigate contemporary North Korean society through art, twelve academic experts from eight countries came together in Vienna in September 2010 for the international symposium “Exploring North Korean Arts”, designed and organized by Prof. Frank of the Chair of East Asian Economy and Society at the University of Vienna in close cooperation with the MAK (Museum für Angewandte Kunst, museum of applied arts). The results of this symposium are now available as an edited book. Three core themes are addressed: (1) an introduction to North Korean art, including its function, its reception, and its connection to other spheres of society; (2) the question of exhibiting North Korean art; and (3) examples of North Korean art ranging from traditional brush painting to music, stamps, mosaics and illustrations in children’s books. Last June Dr. Byong Man AHN, Chairman of the Presidential Advisory Council on Education, Science and Technology since January 2011 held a lecture on Korean education. From 2008 to 2010 he was Minister for Education, Science and Technology.
